China Requires Advanced Manifest Filing Prior To Vessel's Arrival


China Customs has enforced the 24 hour Advance Manifest Rule for vessels arriving at Shanghai ports starting from 28 June 2014 onwards.

The Decree No.172 of General Administration of Chinese Customs, announced that advanced manifest filing on maritime cargo will be required for vessels arriving at all Chinese ports with Shanghai began imposing the rule earlier.

The manifest data, which needs to be part of the shipping instructions will cause shipper’s information on bills of lading revealed to carrier in order to be transferred to the Chinese customs. Carrier is required to submit their data 24 hours prior to arrival.

The following details will be required to comply with the China Advanced Manifest System: Complete names and addresses of shipper-consignee-notify party; Full cargo description with packaging described in the lowest Unit (example: 300 packages with 1000 pieces shall be mentioned as 1000 pieces); Container number, seal number, gross weight in kilograms instead of pounds and harmonized System Code in which the goods is classified under.

The U.N. code with shipper’s contact person is also required for dangerous goods and details of the package.
