ISPM #15 And Fumigation In Indonesia






What is ISPM 15:

ISPM 15 is an acronym for International Standards for Phytosanitary Measure no. 15 issued by the International Committee of the IPPC plants or entities in the organization at the FAO.

In short, it is the international rule that requires wooden packaging to fullfil several conditions before being used for export purpose.

- Wood packaging should be of hard material of wood.
- No knots and bark.
- Dry and smooth in four sides of the wood.
- The wood should be fumigated.

The purpose of this rule is to prevent the spread of insects, pests, termites and fungi as well as from one country to the importer or exporter from one region to another. Also to prevent unilateral regulation of trade between countries.

This regulation provides that the two types of treatment for wooden Pallet. Of course, this rule is only reguired for export purposes and using the following standard methods:


- Fumigation with Methyl Bromide chemical (Code 'MB')
- Heated in certain period of time and temperature (code "HT")

Basic methods of Fumigation using different chemical types:

Barantan Fumigation (standard fumigation)
The fumigation process is supervised by government’s department of quarantine in the appointed depot, with two approved methods based on the chemical types used.
Methyl Bromide
This treatment is using Methyl Bromide and it normally takes 27 hours until the whole process complete (Fumigation 24 hours + 3 hours of aeration).
Aluminium phosphide
Using this type of chemical will take approximately 5 x 24 hours of fumigation process and 6 hours of aeration.

Note:
- After finishing the stuffing, it is advised not to seal the container with carrier’s seal because the seal will be cut before fumigation. Using a fumigation seal or padlock to temporarily lock the container is suggested. The bendable nut and bolt can also be used.
- Transportation from shipper’s warehouse is only up to fumigation spot (e.q depot). Most fumigation services will handle the transportation to the port after fumigation (cost covered in fumigation price).
- Country like Malaysia requires the fumigation to complete with double doses and times.

Sulfuryl Fluoride Fumigation
Fumigation using Sulfuryl has been approved for its’ environmentally friendly in many European countries as well as in Australia.
However this chemical is not familiar in Indonesia and only acceptable by the government’s quarantine in certain cities if we want to obtain the phytosanitary certificate.

NCM Code In Manifest And BL Before Entering Brazil



The K-Line’s website suggested that effective from March 3, 2008, an advanced manifest filing called SISCARGA has been implemented to monitor the arrivals of international containers in Brazil.

Carriers are encouraged to submit important data like NCMCodes (HS Codes) and full goods description. The NCM codes should also be mentioned in the B/L body, which is provided under the container column in shipping instruction.

Shipper should be careful in submitting those informations as inaccurate codes will result in R$ 5,000 penalty (USD 3,500). Revisions made for the manifest are only allowed to be submitted within 72 hours prior to vessel's arrival.

Complete informations of goods description, gross weight, cubication and NCM codes are suggested to avoid huge customs penalty.

The details required (some of them provided by carrier in the manifest) :
1. Full name and address of consignee
2. Gross weight in Kilograms instead of pounds
3. Total cubication
4. Vessel’s year of built
5. Consignee’s details of Tax ID (Cadastro Nacional de Pessoas Juridicas–CNPJ) and it must be an active importer ID in Brazillian customs data)

Although HS codes are necessary, but only the first four digits are required and it should be based on the Harmonised Tarrif Codes in USA and Canada.

China Requires Advanced Manifest Filing Prior To Vessel's Arrival


China Customs has enforced the 24 hour Advance Manifest Rule for vessels arriving at Shanghai ports starting from 28 June 2014 onwards.

The Decree No.172 of General Administration of Chinese Customs, announced that advanced manifest filing on maritime cargo will be required for vessels arriving at all Chinese ports with Shanghai began imposing the rule earlier.

The manifest data, which needs to be part of the shipping instructions will cause shipper’s information on bills of lading revealed to carrier in order to be transferred to the Chinese customs. Carrier is required to submit their data 24 hours prior to arrival.

The following details will be required to comply with the China Advanced Manifest System: Complete names and addresses of shipper-consignee-notify party; Full cargo description with packaging described in the lowest Unit (example: 300 packages with 1000 pieces shall be mentioned as 1000 pieces); Container number, seal number, gross weight in kilograms instead of pounds and harmonized System Code in which the goods is classified under.

The U.N. code with shipper’s contact person is also required for dangerous goods and details of the package.
